Yes, from the USB.

You can still play from the PVR to your TV, but it will be standard
definition since your TV does not have HDMI input.

If the computer monitor has HDMI input, you can play from the PVR to the
monitor directly as well.

I am recording off the air (OTA), which is completely legal, and watching
it in my home. Still legal.
