Could be that your TV isn't tuned into channel 16 just right?  Can you go
through the TV's menu and run the auto-tune or find-channels option again?

Maybe some of the other Rogers' customers in here could confirm if they
have problems with Channel 16 as well.  Could just be a lousy channel.
