FF: /localhost/test.txt fails w/404 Not Found error

ls -l

sudo a2ensite returns
000-default default-ssl

selecting 000-default returns
Site 000-default already enabled

sudo s2ensite repeated
selecting default-ssl

requested a 'reload' with
service apache2 reload

To save Google, what are 000-default and default-ssl?

Please note that other than the change to add ServerName localhost to 
apache.conf the install is vanilla Apache2.
