It's a bit more complicated and some things have changed from my explanation, but not much. With respect to fees paid to OES they're either generally paid by companies like Dell (who sell direct to consumers) or by retailers. There is some information about the fees on the recycleyourelectronics.ca web site. More information in general on OES can be found here:
