There is a large difference in those rates however, and that is the 
$60.00 maximum.  TS is not offering that maximum unless you agree to 
pre-pay "insurance" for nearly the same amount.

But regardless, my earlier complains were when I was under the 
impression that the maximum was still $22, not $60.
