I Believe Virtual Machine is the correct term.  Only not in the sense of KVM
or XEN (HArdware virtualization); rather similar to .NET or Java Virtual
Machine.

Linux does have a HAL (hald);  A quick search reveals that hald has been
replaced by udev.

udev – lower level on which HAL builds, and replacement for HAL, on
GNU/Linux systems
