Oh yeah, the latency is definitely present but not world shattering or too annoying.  We use this connection for phoning and its totally manageable.  (Kind of ruing the day, January 1st, they finally stopped providing analogue cell service...)

I am not sure if they are suitable for 'boat programming' but we are using xplore.net at our home and they are quite reliable - rarely any outages and decent speed for 49.99 a month.  I think the initial equipment fee will run you about a thousand dollars depending on whether you install and calibrate it yourself.  They also offer a service that works with the giant old Hughes satellite dishes.

The only real option would be satellite Internet, and that costs
$1000-5000/month and is kind of crappy.  There are some other handy
tips.  If it were me, I'd probably look into the "marina wifi" option
and check out Internet cafe options on shore.
