I would recommend Debian with Xfce.
Try to install every stable desktop program you know of (chromium, firefox,
libreoffice, gnumeric, Steam, etc, etc, etc), and if they trust you for
support, no need for the root password, because everything they need should
already be installed.
Debian lasts for years, has an LTS path for every release, and has
solid upgrades. All without flatpak or snap.
The main Windows habit they will need to break will be installing
random programs from random places off the internet. Switching
to a repositry mindset should be easier if they think of their
computer like their phone.
