IMHO, this is entirely correct.

Spending a fortune to build, install, and regularly update an electronic 
solution to a problem that doesn't really exist seems a folly.

Plus it adds potential for devastating bugs.

And, as it exists, the voting system can be understood by any and 
everyone.  Any electronic solution will be a black box to most of the 
population.


Anyone who doesn't vote because they can't vote on their phone obviously 
doesn't care enough for their opinion to be worth considering (again, IM 
(not so) HO).
