[kwlug-disc] Upgrading underlying Fedora 23 to Fedora 25 on Vortexbox 2.4

I am trying to upgrade the underlying Fedora 23 to Fedora 25 on my 
Vortexbox version 2.4.  I am attempting to use the following commands:

dnf install dnf-plugin-system-upgrade

dnf system-upgrade download --refresh --releasever=25

dnf system-upgrade reboot

The second command fails with this error message:

Suggestions anyone?  Yes I realize both Fedora 23 and Fedora 25 are end 
of life, but this is a test system for my personal media server that 
does not serve files via the internet, only on my internal network.
