I would guess it's a combination of things... Judging by our webserver 
logs, I think bots constantly look for known vulnerabilities and just 
keep a record of which can be easily hit, or install back-doors. Then 
like a bot-net, they hit them when they want to make a statement.

I am just guessing though.
