They are.

Or, do you mean 3 + 3 = 6, not the 7 loss listed? (Presumably the joins 
themselves have loss?)

If they weren't additive, putting two splitters in a row wouldn't 
demonstrate further signal degradation, which it does.

Some other caveats to prior messages ...

Thus a 4-way splitter may do no more harm than a 3-way - if two legs of 
the 3 way have 7 loss, and all 4 legs of the 4-way have the same, you 
haven't lost anything on those legs. i.e. If 7 loss is OK, and a 4-way 
is a good price vis a vis the 3 way, 4 way may be a better deal. In that 
instance, for your use case. [PITA to discover after the fact you need 
JUST ONE MORE LEG! So you buy another splitter - be it to split again, 
or to replace current with one more leg. Buy bigger and terminate, in 
the first place.]

On a 3-way, put the internet on the lower loss, TVs on the other. 
Glitchy TV is less irritating than glitchy internet. (Most times?) 
[Packet loss / checksum failure on an internet packet will be 
retransmitted / slower / download checksum failure, on a TV you may not 
even be watching it at the time - commercial, or other not significantly 
irritating glitch. Think TCP vs UDP.]

Don't daisy chain splitters, if at all possible. Let alone 7 -> 7 over 3 
-> 3. (In my case, first Rogers split, one side goes to modem, rest 
split again to TV's - analog TV.) [Don't have a 1,000 MHz 3-way, and 
loss on TV isn't bothering me enough to do anything about it.]

Signal loss occurs whether cables are hooked up or not. So terminate 
unconnected cables and splitter legs. Better, if you can remove the 
splitter entirely and use a joiner, do so. (Home Depot has terminators. 
Or did.)

Don't forget ground on the splitter where it enters the house. It matters.
