You would not do it yourself.  You log a call to Rogers and the tech would
come and do it.

In my case, it was after I switched from analog cable to digital cable. It
seems they put the filter for analog or something, then it has to be
removed.

Mind you, if the tech comes and decides that it is your indoor cabling that
is the problem, they will charge you $50.
