There is no PBS transmitter in Toronto that I am aware of. WNED-TV 
identifies it's self as PBS Buffalo/Toronto, but they transmit to 
Toronto, not from it.

Also, "Free to Air" is unencrypted, legal, satellite reception, often 
confused with "Over the Air" (OTA), which is terrestrial transmissions, 
or the pirate satellite receivers that were so popular a few years ago 
(they were marketed as FTA in order to make them legal to sell, but 
were designed specifically to receive encrypted satellite signals). It 
generally requires a 1 meter dish (larger than Expressvu, etc), and 
either a rotor or multiple "horns" to receive from multiple satellites. 
Each bird has a handful of unencrypted free channels, but most of them 
are not English or are exclusively religious programming. Most are also 
not HD. I looked into it before because you could get PBS in HD over 
it, but it seemed like a lot of work, and getting a FTA tuner for 
MythTV seemed hit or miss.
