Just what are the rules these days?

I get/understand hands free / calling.

If mounted, do they have to be mounted out of arms reach or something?
(Tiny screen, old eyes, at arms reach I'd never be able to read a map's 
road name.)

And if not mounted, must be in a case or compartment or otherwise not to 
hand?
