Not sure if that is your case, but here it is ...
Ubuntu changed from maintaining the their own old version of Firefox to
going with the latest from Mozilla.
So, if you have the package called firefox-3.0 (or whatever version 10.04
comes with), then you need to install the package called "firefox" without
any version.
That will uninstall the older version and pull Firefox 13.x for you, and
that will pull a new Adobe Flash via the package flashplugin-installer.
Saw it on a couple of machines at home and that fixed it.
