Codeigniter might be useful. It is RESTFUL like you describe.

Drupal our of the box has a "page" for each user that can be added to via the Drupal API.

Purchases and such can be a simple stand alone module using e.g. Paypal, to a complete ecommerce suite.


Since you have a database already, then Drupal will have its own, and ou have to use the Drupal API to switch from the Drupal db to your db, to read and update content on it.

Perhaps something custom targeted to your needs would be more appropriate, but it all depends on your exact needs, present and future.
