I have a "Bell" Galaxy Nexus, and confirmed the device is unlocked by using
a Rogers SIM from the office.

The only Galaxy Nexus users who are locked-in are those that got the phone
from Verizon and Sprint as those devices use LTE & CDMA. The Sprint version
apparently has a SIM slot, but it is not user accessible (plus you'd have
to find another LTE/CDMA provider that provides SIM cards, which there are
roughly none).

The GSM/HSPA+ version (which is what you get directly from Google, or via
Bell/Rogers/Telus and their other labels) is unlocked. Plus, they don't
come with any bundled carrier junk.
