Raul has shown that no expense need be incurred to play - Ekiga.net.
sipbroker probably provides a means to have a cell call an ekiga account,
and have it ring a phone within a room (be it ata connected, or soft).

For the purposes of your note, no outside internet is needed. Set up one
asterisk (vm? openwrt?) to pretend to be 'the outside world'. For that
matter, it could be the single outside world connection too - showing a
just configured internal asterisk making a cell ring.
