Thanks. Sadly, according to wikimatrix wikidot has no wysiwyg,
something I think will be a requirement for the contemplated users.
Searching wikidot itself seems to confirm the lack.

Thanks to your suggestion, though, I just noticed that there's a whack
of wiki's listed at wikimatrix on the left (vs lists other places
there / comparator) - and there are icons. My guess is the hands mean
hosted, stars mean top 25, and disks mean downloadable. So I'm working
through the list of hands now, winnowing down the choices to 
investigate further.

Thanks, had forgotten about that. And there's google sites now, but it
just confuses me. Sadly, I can see no way in which stuff could be
construed as FLOSS.

A quick winnowing down seems to indicate the below as an initial list
of candidates:
