1. I would start "open competition" among IT staffs.  Give IT staffs
(individually or as group) one year to find alternative to
non-vendor-locked-in solution.  Those with good proposals, keeps their
jobs.  Those with bad proposals, loses their jobs.

2. Award contracts based on the proposal.
