Well.. technically Bill-C32 does not make it a crime AFAIU.

It is merely a bill for civil litigation. However, in the same analogy,
even if you pick a lock and enter someone else's property
(by the way, this is also not a crime by itself, only if you in addition
steal something which is then called burglery), and hence there
is trespassing, there is no law that gives the property owner
any kind of non-liquidated damages as Bill C-32 gives. In fact,
a property owner is still liable for injuries that happen to the
trespasser while illegally on the property.
