Well.. technically Bill-C32 does not make it a crime AFAIU.<br>

It is merely a bill for civil litigation. However, in the same analogy,<br>
even if you pick a lock and enter someone else's property <br>
(by the way, this is also not a crime by itself, only if you in addition<br>
steal something which is then called burglery), and hence there<br>
is trespassing, there is no law that gives the property owner<br>
any kind of non-liquidated damages as Bill C-32 gives. In fact,<br>
a property owner is still liable for injuries that happen to the<br>
trespasser while illegally on the property. <br>
