Does the BIOS see it? If not, then check cables, power, if PATA, check 
jumper settings, check BIOS settings to enable/disable the port.

lspci can tell you whether the controller is active, although it won't 
tell you which controller, but you would verify the number of controllers. 
use lsusb if the drive is a usb connected drive.

And dmesg, like Khalid recommended.
