Any reason why not do it in Apache's vhosts or .htaccess?

Example in vhosts would be:

<VirtualHost *>
 ServerName www.example.com
 RedirectPermanent / http://example.com/
</VirtualHost>

<VirtualHost *>
 ServerName mail.example.com
 RedirectPermanent / http://mail.google.com/a/example.com
</VirtualHost>
