Starts to also sound like a LUG steering committee.

Which may be no bad thing, but is a new level. e.g. What would we as a 
group / community like to accomplish? How are we going to get there?

I would guess the first thing we need to know is what (server) 
facilities, beyond drupal, do we have available to us? e.g. If Mantis 
were chosen, is a kwlug.org point of presence possible?
