This was on the CBC yesterday. The alleged scheme goes back to 2005. So,
don't think the FLOSS RFP is directly related.

Even if the govt uses FLOSS, they will still rely on partners, consultants,
...etc. So, using FLOSS (or not) can still lead to this kind of corruption.

When there is a lot of money that is not yours and little oversight, these
things tend to happen ... sad human reality.
