Panels is good for having complex layouts, e.g. a page consisting of several
"panes" each coming from a different data source (nodes, views, feeds,
...etc.).

Again, like views, if the *only* reason you are adding that module is to
position
things, then you are doing it wrong, and I would consider it bloat. It is
yet another
module that you have to maintain and update, wait for upgrades between core
releases, watch for security updates, and impact overall site complexity.

Less is often more ...

All positioning and presentation in general should be done in CSS where
practical.
