Not necessarily. Until recently at UW, all first and second year
education in CS was in Java and C++. C isn't generally used until the
Introductory Operating Systems course in 3rd year. But recently
they've started teaching C alongside Scheme in the second half of the
first year curriculum.

Probably the easiest way to contact the CSC is to hang around in #csc
on irc.freenode.net. All of the exec, and the regulars hang out in
there.
