So I chatted with a Teksavvy agent about this. The fibre doesn't show up 
in their system yet for my address (which makes sense, as it's coiled up 
in my front yard still).

However, it turns out that new fibre infrastructure allows the installer 
a 5-year "head start" before they're required to provide wholesale 
access. It's referenced in the link above, though that doesn't provide 
the exact definition of the head-start rule.

I still find it weird that the flyer said they were deploying "dark 
fibre" for future use, followed by a Telus sales person visiting before 
the installation is even done. Why not just say you're installing in 
partnership with (or on behalf of) Telus?
