Are you talking about favicon mjg59's post?  Technically, it's no the
Debian logo -- it's backwards and a bit squished.  And while he doesn't
say "GNU/Linux", he does say: "... but significant parts of both Linux
*and the huge range of software that it depends on* ..." (emphasis mine)
which is more inclusive than just GNU/Linux.  Most of the other times
that he talks about "Linux", he is merely quoting other peoples' usage
of the term.
