<big>IMO From the point of view of public policy, the core issue has
been around since the days of John A. and the print media of the time.
And the core issue can be broken down to two bullet points:<br>

<li><big>content provider vs. carrier and</big></li>
<li><big>political influence through control of the media and
[potential] bias through the same.</big></li>
</ul>
<big>There are, of course, other aspects, e.g. CANCON, investment,
return on investment, what the sitting government of the day sees as
their role and the direction to follow, the role of the CRTC, the
changing landscape of the 'media' and that of content
providers/carriers with respect to these changes, etc.<br>

Whether you or I want to tune in OTA TV and watch Andy of Mayberry or
The Beach Combers at 4:00 pm on a Monday afternoon is a side issue.<br>
