Interesting. This will answer the question of just how
close-to-metal(plastic?) the Ubuntu Phone OS is. From what you say,
it sounds more like an application.

The Ubuntu Nexus 7 image is a standalone firmware image based on the
Android kernel for the Tegra3 processor. I would be surprised if it
ran on any non-Tegra3 hardware like the Nexus S. With a pile of
work, you might be able to get it to run on something like this:
I, for one, am looking forward to the unification of the Linux ARM
universe.

Most of the bugs from the 12.10 version appear
to have been ironed out and performance is
improved. Sizing the desktop for the amount of
available real estate is still an issue, but all
in all I find it a useful upgrade. The amount
of flexibility it brings to a rather capable
hardware platform is impressive.
As I understand it, the intent of this
beta release isn't to provide a nice user
interface. I gather that's coming. It's to
ensure all the underlying hardware-related
OS stuff works well on this one reference
platform. WiFi, battery life, camera, on
screen keyboard, rotation (which is still
in progress, apparently), etc...
Apparently it is a
development project at
this point, but the
reported
bugs do not include the
terms "initrd", "soft
lock" nor even "wifi" so
it might not be too
bad...
