restating x fixes everything to what ever state i am in; docked or undocked.

Interestingly, the docking station has two monitor ports; the video card in the laptop can support 3 displays.

I have not tried but, theoretically the video card can push all three displays at the same time.

If anyone else has this setup and can post as to what's normal for gnome / debian it would be useful.
Does restarting X make things come alive, by chance?
'course, how do you know when to hit it? You can't see anything to know when it's completed waking up.

Kiwi, I see a number of docks at http://configure.us.dell.com/dellstore/config.aspx?oc=blct633&c=us&l=en&s=bsd&cs=04&model_id=latitude-e6320, which do you have.

I would have thought one monitor port would be a straight duplication of the laptop screen. Evidently that's not true, or would see at least one monitor light up / see it waking up.

Surely the dock doesn't have it's own video card in there. Which sort of implies both monitors could be directly connected to the laptop without the dock. Any way you could leave the lid closed and connect the monitors up directly, then open the lid and see what happens? i.e. If you observe different behaviour, then the dock itself is ... adding complexity / wrinkles to the situation.
