I dug up the gov't site's policy. It's a bit vague, but they basically
leave it as in the public domain. <br>

But I don't think public domain means I can slap GPL on it - it's not
my copyright. But I can distribute it. So I think I'll jsut to two
downloads, one for the calculator, one for the data.<br>

give them a link (providing that it is freely available) to the data.
Another way is to give them some search terms so that they can find the data.

<pre wrap="">With the usual caveats about my lack of law training, I believe that most US
government data is released in the public domain (the idea being that it was
taxpayer funded so everyone should have access). See if you can find a
statement to that effect on the site in question.
