Looks like they already released a mitigation for some versions.
It is in the kmod package, per this blog post:

For 24.04 LTS, the package is: kmod 31+20240202-2ubuntu7.2
As for the DDoS, that explains why some PPA are misbehaving, and why the
CVE page was returning blank a couple of days ago.
