[kwlug-disc] Free todo system in coding

I've just noticed that when I code in typed language, e.g. TypeScript, 
typing out explicit types creates a todo list of what little details 
need to be done. Compiler helpfully highlights all those places that 
need implementation.

This is the closest to implementation level of planing/outlining system. 
And it naturally blends into implementation itself illustrating old 
discussions on the topic.
