I can't say this is the best, because I have nothing to compare it to, but I recently (< 1 month) started playing with a VPS at lunanode.com. Well, I do sort of have something to compare, as I've had a VPS at OVH for nearly two years, but they charge by the month, period (except for offering slight rebates if you prepay a number of months in advance).

Lunanode charges by the hour with a default monthly rate if your VPS has been working the whole month. If you don't want it for a while, instead of just shutting it down, you "shelve it" which frees up the IP and the vcpu and memory, and you end up paying just for the storage space your image takes. If you usually only have one VPS, but one day you need 15, spin em up for the time you need, then shelve them and pay storage, or even just destroy them and only ever pay for the hours you actually needed them.

You need to pay in advance. Ten dollars is the minimum amount of credit they'll let you add at a time. Almost 3 months usage of their cheapest VPS.

So far they've been responsive to my 3 appeals for tech support.

My 2 cents worth of experience. (They're Canadian with their data centre in TO)
