This Ukraine-Russia war has a big information component.

It has a side of teaching people to filter information from media, to 
not publish video if it is Ukrainian forces, and provide videos with 
unidentified machines/persons.

It has a side of cybersecurity. And in this context Ukrainian officials 
are urging to not pass any sensitive information over WhatsApp, as it 
can all be read by Russians. There is SORM on Russian providers. 
Facebook/Meta is currently under Russian government's pressure, and I 
suspect that few years ago big tech were forced to keep servers in 
Russia for users of the region.
