[kwlug-disc] OT [slightly] : css images not showing - permissions?

So I set up an instance of Drupal 8 on a server and added a theme but
it appears none of the CSS images are showing. I tried the following:

chmod -R o+w css/
Turning on and off CSS aggregation within Drupal
Clearing the cache in Drupal
Turning on caching for 5 minutes

Nothing seem to help the images (menu) show. There is a single image
that loads from the theme (logo.png) that's most likely not a CSS
loaded image. I'm missing something I think...
