This is not exactly what you are looking for, but it is somehow related.

Years ago, I developed a site for freelancers to upload logos they have
designed, and sell them.
The site was developed in Drupal, and used Paypal as the payment method.
The creator of a logo
uploaded the EPS file and a thumbnail, and some options (whether the sale
is exclusive, or others
can buy the same logo, ...etc.) The web site took a cut of the price, and
provided exposure and
payment as a service.

The logo was just a bunch of bytes. So this would work with anything that
is digital.

If you take away the payment part, then it is close to what you want: users
create an account,
login, and upload whatever file, with some description and tags. The site
can be searched for
certain terms, or browsed.

It is not decentralized, so it is not exactly what you want.

Drupal can do it, as well as other frameworks.
