Debconf has some bursaries available, which you may qualify for.  Some
are targetted to existing Debian contributors, and some are targetted to
new contributors.  See https://debconf17.debconf.org/about/bursaries/
for more details.  (Note: The deadline for bursary applications is May
10 -- in one week.)

Also, Debconf has various types of cheap accommodations.  The cheapest
(converted classrooms with cots) costs only $30 per night.  See
