CMS and 'very easy to setup and maintain' is a hard combination to find.

You can build such functionality in Drupal for sure. But you also have a
myriad of modules to maintain and update when security releases come up,
and the major version upgrades.

If you just want Slashdot functionality (recommend stories, admin approves
it, moderation points given to users, commenting, ...etc.), then you should
consider the SoylentNews.org code. This is embedded Perl still, and a fork
of slashcode, the engine that runs Slashdot.

If you must run it under PHP, then consider the code powering Pipedot (
https://pipedot.org/), which is a clone of slashcode in PHP, here:
