[kwlug-disc] Mysterious filtered ports on a server

The firewall we have on site blocks all outgoing traffic to the IRC
ports, because some time ago Rogers was shutting us down for having
IRC in our network. I do not think that the packets were getting as
far as the server in question, so the server never generated reply
packets.
