[kwlug-disc] Ota TV CITV down?

Speaking of TVO, yes there has been two or so outages for less than minute
during the past week or two. That was on both 19 (Paris tower) and 28 (CN
tower). The fact that the outage was simultaneous on both suggests that
this is and upstream issue.
