Fussy? Yes! And, of course, stating the obvious.
But, maybe, not obvious to some.

The use of term "reception" when it comes to cell phones is common.
And it may be accurate when it comes to one reading signal strength with 
the "bars". *

One should recall that a cell phone is a transceiver with an RF 
transmitter component.
And that the RF power output of a cell phone is measured in milliwatts, 
i.e. comparatively low.

My point is that that cell phone performance is literally a two-way 
proposition.
The towers must be able to receive the transmitted RF signal from the 
cell phones as well as being to transmit RF signals to the cell phones.

* Speculating. It may be possible that the "bars" do provide an 
indication of the two-way signal handling in a cell phone.
Are any BB people available to comment?
