I have not run into this problem myself. But there appear to be lots
of people on the Internet who get this "Error: could not find a
distribution template for" error when installing PPAs.

These people say to reinstall the mintsources package:

These people say you should spoof Mint to look like Ubuntu:

I am guessing that you have come across these kinds of posts
already. Is there a list of things you have tried so far? 

It looks like there is some file which lists the templates that
add-apt-repository works with. I am guessing that file can be munged.
