I would suggest using the standard Arduino serial functions. I think a little magic with Serial.write() would do the trick you're looking for.

I can advocate for the teensy for sure. It's compatible with the Arduino software (which isn't very good, but it's at least easy to use) but has the added benefit of an extra I2C line, more memory, and a way faster processor, and is much smaller than the Arduino Uno. I'm using one in my tech class.
