I speculate that the incremental upgrades from 12.04.0 to 12.04.4 only
provide application, utility and security upgrades, not kernel upgrades.

FWIW, two of my servers show

simak:~$ uname -rv
3.2.0-56-generic #86-Ubuntu SMP Wed Oct 23 09:20:45 UTC 2013
simak:~$ lsb_release -d
Description:	Ubuntu 12.04.4 LTS

irving:~$ uname -rv
3.2.0-60-generic #91-Ubuntu SMP Wed Feb 19 03:54:44 UTC 2014
irving:~$ lsb_release -d
Description:	Ubuntu 12.04.4 LTS

"simak" was installed as a 12.04.1 or 12.04.2; "irving" was upgraded
from 10.04.

Both have been restarted in the last month due to power failures
exceeding the UPS capacity...
