A signature means

"I think this candidate is a worthy addition to the race, let the best man/woman win" - there
are no requirements to vote for the candidate (Could not be enforced anyway since it
is a secret ballot).

It is just a means to prevent 1000s of candidates to nominate themselves without any
support in the riding at all. It takes some effort to get 100 signatures together if
you are not an established party.
